Q: Does the Wheaton Sanitary District provide water service?

A: No, the Wheaton Sanitary District treats wastewater and maintains sanitary sewer lines. Water service for homes in the Wheaton Sanitary District is provided by the City of Wheaton, Village of Carol Stream, Village of Glen Ellyn, Illinois American Water, or by private wells.

 

Q: Is the Wheaton Sanitary District part of the City of Wheaton?

A: No, Wheaton Sanitary District is not part of the City of Wheaton. It is a separate government agency that treats wastewater from areas that naturally drain to the wastewater plant.

 

Q: What is my bill based on?

A: Your bill is based on the amount of water you use. The District obtains monthly water consumption for its customers from the City of Wheaton, Village of Carol Stream, Village of Glen Ellyn, and Illinois American Water. If you believe there is a problem with your meter reading, please contact your water provider. If you have a private well, your water readings are collected by the Wheaton Sanitary District. Please call us at (630)668-1515 if you have a private well and believe there is a problem with your meter reading.

 

Q: What is the difference between the Wheaton Sanitary District bill and my water/sewer bill?

A: Wheaton Sanitary District treats wastewater and maintains some of the sanitary sewer lines. Your monthly wastewater charges are based on water billings, which serve as an indication of sanitary sewer usage. Wheaton Sanitary District only bills for wastewater you discharge down the drain. Those that don’t have private wells receive water from the City of Wheaton, Village of Carol Stream, Village of Glen Ellyn, or Illinois American Water.

 

Q: What is the difference between the sewer charges on my City of Wheaton bill and my Wheaton Sanitary District bill?

A: The City of Wheaton owns and maintains sanitary sewer lines that serve your property. These lines transport flow to Wheaton Sanitary District sewer lines further downstream, which Wheaton Sanitary District maintains. Therefore, if you live in the City of Wheaton, you will receive two bills for sewer maintenance.

 

Q: Why am I having trouble signing up for Greenpay?

A: When signing up for Greenpay, it will help to have a copy of a current bill to obtain pertinent information exactly as it appears on your bill. Addresses should be in ALL CAPS, if that is how they appear on your bill, abbreviations should match your bill (i.e., Ave. or Av.), etc. For municipality, enter WHEATON SANITARY DISTRICT (in ALL CAPS).

 

Q: What do I do if I am moving and need to stop/start service under my name?

A: If you own your home, you or your attorney (the attorney usually completes this step of the process) should complete and submit a Final Bill Form. The Final Bill is usually paid out at closing, with the title company cutting a check to Wheaton Sanitary District from the closing proceeds.

Q: How do I pay my bill?

A: Payments can be made online via Greenpay, through ACH (automatic) payment (see below), through your personal online banking service, by mail, at the West Suburban Bank branches listed on the back of the bill, or in person at our office (1 S 649 Shaffner Road, Wheaton).

 

Q: Can I pay by credit card?

A: Yes, credit card payments can be made with no additional charge online via Greenpay. You can also make a credit card payment by phone at (630)668-1515, or in our office – please note that a $5 convenience fee applies for credit card payments by phone or in office.

 

Q: Can I set up automatic payments?

A: Yes, automatic payments from a checking or savings account can be set up through Greenpay or by requesting a form at (630)668-1515. Please note that when you first set up automatic payments on line, it will indicate that you have signed up for automatic payments, BUT it may take up to two billing cycles to take effect. Please continue making payments as you normally would until the words “AUTO PAID” appear in the lower right-hand portion of your bill, under the bill amount.

 

Q: My bill is not showing as paid on Greenpay. Why not?

A: Balance information on Greenpay is updated only once per month, immediately after bills are issued. Unfortunately, Greenpay balance information is not real time and does not reflect payment(s) you make in between billing cycles.

 

Q: Can I receive a bill by e-mail?

A: Yes, you can choose to receive bills by e-mail (or by both e-mail and regular mail) through Greenpay.

 

Q: How often will I receive a bill?

A: Monthly, near the end of the month.

 

Q: I am late in making a payment. What are the penalties?

A: The penalty for a late monthly payment is 1.5% of the outstanding balance. If you received a Notice of Termination of Sewer Service/Final Termination Notice, see the next question.

 

Q: I received a Notice of Termination of Sewer Service/Final Termination Notice. What do I need to do?

A: Detailed instructions are in the letter. You have ten days after the date on the Notice of Termination to make a payment, by any method. Thereafter, payment must physically be made by cash, cashier’s check, or a money order in our office (1S649 Shaffner Road, Wheaton). If payment is not received by 4:00 PM on the Friday prior to the Termination Date on the letter, a $50 delinquency fee will apply. If the full balance remains unpaid by the Termination Date, then a $60.00 default fee will apply, and then the water service will either be shut off or the sewer line will be disconnected.

 

Q: My water service was shut off by Wheaton Sanitary District. How can I restore it?

A: The full balance, including all penalties and fees, must be physically paid in person with cash, cashier’s check, or money order at the administrative office of Wheaton Sanitary District at 1S649 Shaffner Road, Wheaton.

 

Q: Why doesn’t the amount of my bill match the calculation of Billable Usage x Rate + Base Charge?

A: Most likely, you have received a minimum bill. Consumption of 2,000 gallons or less (Billable Usage of 2 or less) is billed as a Billable Usage of 2. If your Billable Usage is less than 2, use 2 as the Billable Usage and your bill amount should be correct – please note that if you live in the City of Wheaton, your meter reads in cubic feet rather than gallons, so you should multiply by 2.66 rather than 2 to obtain the correct bill amount (reflecting the conversion of cubic feet to gallons).

A: Wheaton Sanitary is closed on New Year’s Day, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Thanksgiving Day, The Day After Thanksgiving and Christmas Day.

Q: Does the Wheaton Sanitary District collect garbage?

A: No, the Wheaton Sanitary District treats wastewater and maintains sanitary sewer lines. If you do not know who collects your garbage, we recommend contacting your city/village.

 

Q: Does the Wheaton Sanitary District cover all properties in Wheaton?

A: No, the service area is not based on municipal boundaries. Instead, the service area is based on how water naturally flows (the Winfield Creek and Springbrook Creek Drainage Basins). Wheaton Sanitary District serves about 75% of the City of Wheaton, southern Carol Stream, a small portion of Glen Ellyn, a small portion of Winfield, and unincorporated areas. The area of Wheaton not served by Wheaton Sanitary District in the SE corner of the City (the Danada Area) which is served by the DuPage County wastewater plant near 75th Street and Route 53.

 

Q: Are Wheaton Sanitary District Board Meetings open to the public?

A: Yes, the Board meets once a month, generally on the second Wednesday of each month, in the District’s administration building located at 1 S 649 Shaffner Road.

 

Q: Does Wheaton Sanitary District levy taxes?

A: No. Although it has the authority, the District does not levy taxes. Most of the revenue comes from sewer user charges, based on water consumption. The balance of revenue comes from sewer connection permit fees, septage disposal, leachate disposal, and chemical toilet disposal.
