BILLING & PAYMENT INFORMATION

Your bill is partially based on the amount of water you use. The District obtains monthly water consumption for its customers from the following:

  • City of Wheaton water billings
  • Village of Carol Stream water billings
  • Village of Glen Ellyn water billings
  • Illinois American Water water billings
  • Private Wells reading collected by the District

    You may pay your bill by:

  • US Mail
  • In person, at the District offices

    You may pay your bill over the internet, or by calling the office (630-668-1515), using your Master Card or Visa Card.
    For Internet Payment, Go to WSD E-Pay to pay your bill. Or go to the link below to download an automatic payment form that can be submitted to the District. This form authorizes the District to deduct funds from your bank account automatically on a monthly basis.

    The District offers two billing features.

    1. The first feature allows users to prepay the estimated annual cost of sanitary sewer service. This opportunity is offered once a year, starting in May. Taking advantage of this annual payment plan reduces your cost, and ensures that you will not be assessed late charges. These annual bills are based on your history of water consumption in the previous year. If the estimate is low, you may need to pay another bill before the end of the year (April).

    2. The second feature provides an automatic adjustment to your bill during the summer to account for water that is not returned to the sewer system (i.e. water used to water your lawn, garden, or swimming pool). With this feature, the District bills a maximum of 150 percent of your average winter consumption.

    Past Dues
    The District uses several methods to collect on past due accounts. The account may be turned over to a collection agency, or a lien may be filed against the property. For seriously delinquent accounts, water service may be terminated or the sewer connection may be plugged. Please see the back of your bill for additional information on these collection procedures.

    Closings
    If you are planning to sell your property, please be sure that you, or your attorney, contact the District for a final bill to ensure that charges through the closing date are properly allocated.
